The decision follows assurances that FIFA Forward Enterprises—a proposed vehicle for managing World Cup commercial and ticketing rights with private investment—has been permanently abandoned and will not be revived in a similar form. ¹

For UEFA, the guarantees appear to satisfy the condition it set when the project was scrapped: that FIFA would not again pursue what European officials viewed as a fundamental alteration of football’s commercial structure. FIFA’s position is more conciliatory on the commercial proposal but not necessarily on the leadership dispute. Infantino and Secretary General Mattias Grafstrom have acknowledged mistakes in the project’s development and handling, and FIFA is due to review the episode.
