Kyiv presents its warning as a safety notice driven by a widening drone campaign, while Moscow casts it as a threat to civilians and uses it to justify a tougher military response.

The clash over Russian airspace has turned aviation safety into another front in the war: Ukraine says commercial operators must account for drones over Russia, while the Kremlin says the message undermines any prospect of negotiations.

In an address cited by multiple outlets, President Volodymyr Zelenskyy warned airlines, insurers and airport users that “Russian airspace is becoming completely unsafe.”¹ He said Ukraine was not targeting civilian aircraft, but that the scale of Ukrainian drone activity would have to be considered by carriers flying over Russia. Kyiv’s argument rests on its growing ability to strike military, industrial and energy targets far from the front line.

The warning differs sharply from Russia’s position. President Vladimir Putin called Zelenskyy’s remarks “a declaration of state terrorism,” adding that “you don’t negotiate with terrorists.”² Putin said Russia had ordered preparations for mass strikes on Ukrainian energy facilities, framing them as a response to Ukrainian attacks and raising fresh concern over heating and electricity supplies before winter.

Zelenskyy, by contrast, has portrayed the drone campaign as conditional rather than indiscriminate. He said Ukraine would halt flights in particular areas and for limited periods if partners requested it to support diplomacy.³ That caveat points to a narrow area of overlap: both sides publicly say they remain open to talks, even as each describes the other’s actions as an obstacle to them.

The dispute also highlights the uneven aviation risks created by the war. Ukrainian commercial airspace has been shut since Russia’s full-scale invasion in 2022, while Zelenskyy’s warning seeks to extend commercial caution to Russia as drone attacks deepen inside its territory.¹
